Invitation for Expressions of Interest to host the FLAG Animateur Resource

Cornwall is in the process of establishing a Fisheries Local Action Group intended to ‘go live' early in the new year, subject to contract. To date public consultation has been carried out followed by a strategy and a delivery plan being developed and approved. The FLAG will have around £1 million of European Fisheries Fund (EFF) Axis 4 to invest in Cornish & IoS projects that support the sustainable development of fisheries communities. The FLAG board will comprise of representation from fishing, private, public, tourism and voluntary and community sector. This will be the decision making board supported with a technical appraisal and secretariat function from Cornwall Development Company.

An important activity of the FLAG is ensuring that the partnership implements the FLAG strategy in conjunction with the local community and it is this function that is now being sought. A FLAG Animateur function is being sought (as a project in its own right) to assist the FLAG in bringing projects to the table for investment. The resource is expected to come from the voluntary and community sector, where possible, to provide the added value of capacity building in the VCS, however this is not essential. Organisations are invited to submit an Expression of Interest to deliver this function. It will be essential for the organisation proposing to host this resource to, as a minimum, have a county wide reach, including the IoS, be familiar with fisheries communities and the issues they face, have extensive experience of project development at a grass roots level and fully understand European Funding requirements. Ideally this will also specifically relate to EFF.

The EOIs will then be assessed for suitability and only those that can adequately demonstrate the ability to meet all aspects of the criteria will be invited to make a full project application, which again will be assessed before an award made. The successful organisation will be expected to enter into a service level agreement with Cornwall Development Company and the FLAG, and a performance management framework established to enable CDC and the FLAG to manage the project's delivery.
